Using a pocket-hole jig, drill two holes in each end of your 1x4 aprons. Attach the aprons to the 4x4 legs. Crucial Reveal: Set the aprons back 1/2" from the outside face of the legs to create a professional architectural shadow line.
Install the 1x3 slats between the lower stretchers of the legs. Use a 3/4" spacer block between each slat to ensure perfectly even gaps. This allows dirt and moisture from boots to fall through to the floor.
Do not screw directly through the bench top. Use Tabletop Z-Brackets or "Figure-8" fasteners. Drill shallow recesses in the aprons for the brackets; this allows the solid wood top to expand and contract with humidity without cracking the base.
Sand the entire unit up to 220 grit. For high-traffic use, apply three coats of Spar Urethane or a high-quality furniture lacquer. Pay extra attention to the end-grain on the 4x4 legs, as they will absorb the most moisture from wet floors.
